Euro countries voice doubts over Greek bailout (AP)
BRUSSELS ? Some eurozone countries have strong doubts over whether a second massive bailout can actually save Greece, officials said Wednesday, even as Athens rushed to meet tough conditions to qualify for the euro130 billion ($170 billion) rescue.
The wrangling over Athens' aid money comes after almost two years of frantic efforts to save Greece from bankruptcy and secure its place in the 17-country currency union.
But circumstances have changed since the eurozone agreed on a first euro110 billion rescue for Greece in May 2010.
Several politicians ? especially in rich euro countries like Germany, the Netherlands and Finland ? have grown tired of Greece repeatedly missing budget targets and failing to implement promised cuts, reforms and sales of state assets. The measures that have been put into practice, meanwhile, have pushed the country into steep recession, with its economy shrinking 7 percent in the final quarter of 2011 from a year earlier.
At the same time, some policymakers are optimistic that the eurozone is now strong enough to handle a default by Greece, which is one of the smallest economies in the currency union, responsible for only about 2 percent of its economic output. Other lawmakers, however, are concerned that the shockwaves of a disorderly Greek default would be felt across the rest of Europe and the world's financial markets.
"There are many in the eurozone who don't want us any more," Greece's Finance Minister Evangelos Venizelos told the country's president, Karolos Papoulias, during a meeting to inform him of the latest developments. Greece, Venizelos added, had to persuade the skeptics that the country could stay in the currency union and regain lost ground in reforming its economy.
"We are facing a situation that is particular because we are constantly being given new terms and conditions," the finance minister said.
Venizelos' negative assessment was backed by an official in Brussels.
"There is resentments, mistrust, really bitter debate," said a European official, who has been briefed on recent talks between eurozone finance chiefs. The official was speaking on condition of anonymity because of the sensitivity of the topic.
In Berlin, German Chancellor Angela Merkel's spokesman, Steffen Seibert, sharply rejected a question about market rumors that Germany has decided a Greek bankruptcy is acceptable.
"I can say very clearly for the German government that these rumors are wrong ? there is no such decision by Germany," he said, adding that Germany is working with others in Europe to find "a practicable way out of the crisis for Greece" with the second rescue package and a bond swap with private creditors that seeks to cut Greece's debt by about euro100 billion ($130.92 billion).
However, tensions between Athens and its creditors remain. A meeting between eurozone finance ministers planned for Wednesday was canceled Tuesday night after Athens failed to deliver in time on demands made the previous week. Eurogroup chairman Jean-Claude Juncker said he was still missing details on how to save an extra euro325 million ($428 million) as well as written assurances by main political party leaders that they will stick to a second bailout program after elections expected for April. The ministers will hold a conference call Wednesday evening instead, and meet on Monday.
Officials said the euro325 million ($428 million) should be secured by the end of the day. On the written assurances, Socialist party head George Papandreou sent his letter Tuesday night, officials said. Conservative party leader Antonis Samaras sent his Wednesday.
"We will remain committed to the program's objectives, targets and key policies," wrote Samaras, whose party is most likely to win elections expected in April. However, he said policies might have to be modified in order to help the economy recover from the deep recession it is currently in, although he underlined these would not change the ultimate targets in reforming the economy.
But the European official briefed on recent talks said even those assurances may not be enough.
"People don't trust the Greeks and that is the main element," he said.
Adding to that are concerns that the upcoming election campaign will forcibly slow down or hinder implementation.
At their most recent get-together last week, finance chiefs lashed out at their Greek colleague, with Finland's Finance Minister Jutta Urpilainen chewing Venizelos out in front of the cameras over a documents she said still had not been signed.
The perceived humiliation of Greece and the hardship brought on by four years of recession have often sparked violent protests in Athens and other Greek cities as well as growing resentment against Germany and the EU, which seen as imposing unnecessarily painful cuts.
On Wednesday, a woman identified as an engineer in her 30s working for the Workers' Housing Organization, one of the public bodies to be closed, stood on a window ledge of the office building and threatened to jump.
"We have a huge problem here," said Harris Gouvropoulos, a workers' representative on the board of the organization that helps workers on low salaries obtain housing. "They have not understood the extent of the problems they have created by shutting down this organization."
After more than four hours, negotiators talked the woman off the window ledge.
Politicians in Athens and Brussels have warned about the negative consequences of a default.
"We do not have a choice between a pleasant or unpleasant option ? but a choice that is between either unpleasant or even more unpleasant solutions," Venizelos said.
But there are still doubts as to whether the bailout will work.
When eurozone leaders tentatively agreed on more aid last October, they pinned down key parameters: By 2020, Greece's debt has to decline to 120 percent of economic output ? the maximum they said was sustainable ? from more than 160 percent currently.
But even with the bailout and the bond swap, the 2020 target could still be missed. Last month, an EU official said a gap of some euro15 billion ($19.6 billion) remained. There are hopes that the European Central Bank, which also holds a substantial amount of Greek bonds, can help fill that gap, but so far the ECB has remained vague on whether and how it would do so.

LOS ANGELES (AP) ? School got off to a rough start Thursday with students returning to class for the first time since their entire elementary school staff was replaced after two longtime teachers were accused of lewd acts on children.
The teachers union president assailed the reassignment of teachers as a stunt, about 100 parents and students blasted the move, and some of the new teachers needed a bit of help from their charges.
United Teachers Los Angeles President Warren Fletcher said teachers were being "tarred and stigmatized for no reason" and that grievances would be filed against Los Angeles Unified School District on behalf of some 85 reassigned teachers.
"It is crystal clear that LAUSD doesn't have a plan," Fletcher said. "They're making this up as they go along, and students at the school are paying the price."
The school had been closed for two days while the entire 120-member staff was replaced in an unprecedented move by the district.
Superintendent John Deasy said the makeover was needed to clear the school from a cloud of distrust and suspicion stemming from the arrest of former third-grade teacher Mark Berndt, 61, who has been charged with 23 counts of lewd acts upon children, ages 6 to 10. Berndt is accused of feeding his semen to some students during "tasting games" in his classroom from 2005 to 2010.
A second teacher, Martin Springer, 49, was arrested last week after two girls said he had fondled them in class in 2009. Springer pleaded not guilty after he was charged with committing three lewd acts on one girl in 2009. The other girl has since recanted her allegation.
The Los Angeles County sheriff's department initially reported on its website Thursday night that Springer had posted bond and was released from custody, but the department later issued a statement that the information was "posted in error."
Springer was attempting to post bail, but remained jailed, the statement said. He was being held on $300,000 bail.
About 100 parents and children protested with signs saying "Give us our teachers back" and chanting "no new teachers" as TV cameras rolled.
Parents also attended a meeting with the new principal, but many emerged dissatisfied, saying the district went overboard.
"My son liked his teacher," said Jose Vargas, shaking his head.
Deasy said replacing the staff, from janitors to principal, was necessary to restore trust among parents in the largely poor, Latino neighborhood of unincorporated Los Angeles County.
Whether any of the previous staff will return to Miramonte will be determined after the district completes its investigation into how Berndt's alleged activities went undetected for so long, he said.
The teachers were told via a notice of administrative transfer that on Monday they will report to a nearby unfinished high school, where they will be interviewed while the investigation is ongoing.
In the classrooms they left behind, children and teachers were adjusting.
In Martha Cedeno's first-grade class, pupils told her where to find the physical education schedule and explained they were to play volleyball, according to a pool report.
Another new face was in the class ? counselor Gina Adelman, who had the kids write a farewell letter to their old teacher. Counselors will be present in the classes for the rest of the school year.
One student wrote "you had to go because of somebody evil," Adelman said. Others wrote "you were a good teacher" and "I will miss you."
Parents were also offered the option of transferring their children to another school. District employees were on hand to give parents information about other elementary schools in a two-mile radius and charter schools.
Parents said children were confused since they were just getting to know their teachers.
"It's kind of hard," said Lorena Soriano, whose sixth-grader attends Miramonte. "You barely know your teacher, and they're gone. The kids don't know what's going on."
The new hires, which include a retired principal, 81 teachers and dozens of support staff, will cost the cash-strapped district $5.7 million, said district spokesman Thomas Waldman. The new staffers were recently laid off and were on a rehiring list.
The district also faces potentially millions of dollars in legal costs as lawsuits are filed. Three lawsuits were filed on Tuesday, and claim notices have been filed for at least four other lawsuits.
A number of parents have opted to file lawsuits instead of going to sheriff's detectives because they are illegal immigrants and are afraid they'll be deported.
Assemblyman Tom Ammiano said he will reintroduce a bill later this month that will protect children and domestic violence victims from deportation.
"What does it say about our society if parents won't speak to the police when their children are in danger?" Ammiano asked. "Enough is enough. Every parent regardless of immigration status deserves access to the police and to know that their children are being protected."
The school's reopening follows revelations Wednesday that 200 more inappropriate photos of children were discovered, and that one teacher sent warmly written birthday cards and presents to students who participated in his games.
The lawsuits allege the district and Principal Martin Sandoval failed to adequately safeguard the students against Berndt and Springer.
Many of the photos involve children already identified by authorities, but there may be other victims, authorities said.
Like the other pictures, the photos show children ages 6 to 10 blindfolded and being fed a milky, white liquid that authorities believe was semen on spoons or cookies.
Berndt taught for 32 years at the South Los Angeles school. He remains jailed on $23 million bail and could face life in prison if convicted.
The furor over his arrest led two parents to come forward last week to complain about Springer, who had worked at the school for 26 years.
Detectives said there is no evidence that the two men acted in concert.

Nuclear Reactor Approved in U.S. for First Time Since 1978

Years of shifting and smoothing Georgia red clay paid off today, as the U.S. Nuclear Regulatory Commission (NRC) voted to allow construction of two new nuclear reactors?(pdf) at the Plant Vogtle nuclear power station near Augusta. Atlanta?based utility giant Southern Co. will soon have permission to complete construction and operate two AP1000 type nuclear reactors designed by Westinghouse.
But what were initially lauded as the first reactors of a nuclear renaissance when proposed are more likely to be the exceptions that prove the rule of no new nuclear construction in the U.S. Only this twin set of reactors in Georgia, another pair in South Carolina and the completion of an old reactor in Tennessee are likely to be built in the U.S. for at least the next decade. "We won't build large numbers of new nuclear plants in the U.S. in the near term," says Marvin Fertel, president of the Nuclear Energy Institute, a lobbying group for the nuclear industry.
The problem is twofold: electricity demand in the U.S. is not growing and natural gas, which can be burned to generate electricity, is cheap. As a result, utilities are building more natural gas?burning turbines rather than more expensive nuclear power plants.
"Today, you ought to build gas," Fertel admits. But "you don't want to build only gas."
That may become even truer as old coal-fired power plants are forced to retire by new pollution rules and/or natural gas prices rebound. Given the long lead times required to gain permits and actually build a nuclear power plant, however, five new reactors may be as many as the U.S. will see erected during this decade. "If they are built, I suspect all of them are post-2020," says Fertel of other reactor applications awaiting NRC review.
In fact, the only reason utilities in Georgia and South Carolina are building the new reactors is because the governments in those states have allowed them to pre-charge customers for their cost. Southern Co. is already charging customers $3.73 per month for the reactors' construction, expected to cost roughly $14 billion, and may receive a more than $8-billion loan guarantee from the federal government. In the absence of a national government policy that puts a premium on electricity generation that results in fewer emissions of greenhouse gases, there is little incentive to build nuclear power plants in the U.S. "If we get back to the carbon discussion, that will have an effect on new plants that are built," argues Bill Johnson, CEO of Progress Energy, one of the utilities filing for a construction license but with no plans to actually build a nuclear power plant in the near future. "Nuclear can't compete today.
Other than the Watts Bar unit No. 2 in Tennessee, which will simply be the completion of a reactor that started construction in the 1970s, the four new plants will all employ a novel design?the AP1000. They will be the first to employ so-called passive safety features, or technology that kicks in with or without human intervention. In the case of the AP1000 that means cooling water sits above the reactor core and, in the event of a meltdown like the ones at Fukushima Daiichi, will flow via gravity into the core to cool it with the automatic opening of a heat-sensitive valve.

Models predicting erectile function after treatment for localized prostate
Management of localized prostate cancer aims at achieving the trifecta of cancer control, urinary continence, and preservation of erectile function. With optimal cancer control being achieved through most interventions, the focus is currently on the other two outcomes that form a major quality of life issue in these men who are expected to be cured of their primary disease.
Pre-treatment prediction of post-intervention erectile function would be useful in patient counseling. The Prostate Cancer Outcomes and Satisfaction with Treatment Quality Assessment (PROSTQA) is a prospective, multicenter study that in 2003, began enrolling men with localized prostate cancer scheduled for definitive therapy with radical prostatectomy, external beam radiotherapy or brachytherapy. ?Apart from baseline patient data, the investigators recorded details of the treatment planned including nerve sparing surgery, hormonal therapy and radiation protocols. Post-intervention patient reported outcomes were recorded by third-party interviews using validated questionnaires.
In a recent trial by Alemozaffar and colleagues published in JAMA, the study investigators reported patient assessed erectile function in 1027 men who had completed 24 months after intervention. A significant increase in erectile dysfunction was reported in all 3 intervention groups: 63% vs 28% in radical prostatectomy, 63% vs 47% in the external radiotherapy group and 57% vs 33% in the brachytherapy group. Among men who were potent prior to intervention, 52% had ED after intervention; 60% in the prostatectomy group, 42% in the external radiotherapy group and 37% in the brachytherapy group. The authors were able to generate models that accurately predicted the occurrence of erectile dysfunction in the three treatment strategies.? Models such as this one suggest that stratification by pretreatment patient characteristics and treatment details enables prediction of erectile function 2 years after prostatectomy, external radiotherapy, or brachytherapy for prostate cancer.? While such a model cannot be used to judge superiority of one treatment strategy over another, it does aid in counseling patients about their individual outcome probabilities.

NY's Schneiderman sues banks in foreclosure effort (AP)
ALBANY, N.Y. ? New York's attorney general on Friday accused some of the nation's largest banks of deceit and fraud in using an electronic mortgage registry that he said puts homeowners at a disadvantage in foreclosures.
Democrat Eric Schneiderman sued Bank of America, J.P. Morgan Chase and Wells Fargo over their use of the Mortgage Electronic Registration Systems Inc., or MERS, claiming the banks submitted court documents containing false and misleading information that appeared to provide the authority for foreclosures when there was none.
The lawsuit also names the registry operator, MERSCORP Inc. of Virginia.
Schneiderman claims the MERS system has eliminated homeowners' ability to track property transfers through traditional public records. He said the electronic system now stores that data and is plagued by inaccuracies.
There was no immediate comment from the banks.
"The banks created the MERS system as an end-run around the property recording system, to facilitate the rapid securitization and sale of mortgages," Schneiderman said Friday. "Once the mortgages went sour, these same banks brought foreclosure proceedings en masse based on deceptive and fraudulent court submissions, seeking to take homes away from people with little regard for basic legal requirements or the rule of law."
Last month, President Barack Obama announced a new Justice Department fraud-fighting unit to bring together 55 prosecutors and federal and state investigators focusing on one of the contributing causes behind the financial crisis ? the collapse of residential mortgage-backed securities. Obama named Schneiderman as co-chairman to pull together state and federal probes into the bubble that led to the market crash.
Delaware officials have said MERS has sown confusion among consumers, investors and other stakeholders in the mortgage finance system. Officials claim the company has damaged the integrity of Delaware's land records system and lead to unlawful foreclosure practices.
MERS was set up by banks to rapidly package and sell mortgages as securities without recording each transaction in county records offices. Complaints allege among other things that homeowners have trouble responding to foreclosure actions and mortgage inaccuracies because MERS makes it difficult to find out who owns the mortgages.
